Should I Always Report My Whereabouts?????

Ok for some reason she wants to mis understand the difference between reporting and communicating with each other and that if plans change just let your parner know so that he or she wont be at home worried.. ok so she says im going out with a friend to eat dinner for about 1 hour, so i ofcourse say ok , but then 4 and 5 hours go by and not on phone call to even say "im ok, we just stayed a little longer or we're just hanging out a while longer" no instead its supposed to be ok and nothing wrong with it. not to mention we only have 1 car and she has it all day at work and then after work if she goes out, even if the other person has a car she still takes our only car which leaves me stuck in the house, now i dont think thats really fair, but at the same time im supposed to go out also when she goes out, except i must me the one that has to walk or take the bus to where i want to go. and theirs nothing wrong with her going out, all i ask is that if u say 1 hour or 2 hour, stick to it or call if your running late or chage your plans. when 2 people love each other it also means they worry about each other.
