Why do married men flirt and stare at other married women at work .

There is a man at work who is married he stares at other women and flirts with them. But when you try to get close to him he ignores you and becomes upset. I don't understand why he gets upset when he is the one who started the flirting in the first place. why would he flirt if he has no intentions of cheating.
