My brother got his liscense but his car doesn't work. Does this mean he gets to use mine to get to school?

My parents gave my brother and I each a car when we got our liscens, however the cars didn't work. I paid a couple grand to get mine fixed, but he decided he wanted to fix his car himself. He had all summer to do it, but instead he spent all day and night with friends. So when school was about to start up again, his car still wasn't working. My parents told him he could take my car to school. When i was his age, i took the bus to school, so why cant he? He's off driving my car around after school to "school-related" things while im stuck sitting at home without any wheels.
