Should a teenager be disciplined if they skip school.

My stepson has skipped school 4 times in the last two weeks to go deer hunting and is about to lose credit for this semester. His father doesn't like it but does not discipline him at all - just talks to him and he says that he will do better. I think there should be some sort of action taken for his behavior, grounding, etc.
