Panty lines and a teenage boy

A mom of a girl my son goes to school with contacted me to tell me that her 13 year old daughter wanted to wear thong underwear becuase my son and another boy were going around the school telling girls they could see their panty lines. I apologized to the mom and said I would speak with my son. He has never been in trouble at school and is well liked by the teachers and kids. My husband says he was just flirting with the girls in a silly 13 year old boy way but I don't like that he made the girls uncomfortable and self conscience about their panties. How should we discuss this with him and is it serious or just boys being boys?
