How long is too long to be engaged?

I have been engaged for 2 years and now I am tired of waiting. He says he does want to get married too and we both decided to just go to Las Vegas to get married. However,that was months ago and he hasn't said anymore about it. So should I just go ahead and make the arrangements or should I continue to wait for him to decide what day and time?
