Is it ok to give my boyfriend a deadline for proposing?

Ok, so I have been with my boyfriend for one year this month. He is a native of this state we are both living in. I need to go back to school for a semester in my own state, so I am moving 9 hours away for 6 months. I will be living with my parents while going to school. My boyfriend is 24 and I am 25. He always hems and haws when I asked about the future of our relationship. I told him during the six months I am gone I want him to really think about our relationship. He used to talk about rings and having kids when we were at the 6 month mark of the relationship, and he has told me he thought of marriage before. I told him I won't come back to this state unless he proposes at the end of the 6 months (we would be together for one year and six months by then), only the 6 months would be long distance. He is thinking I am pressuring marriage, but I really just want to know where he wants us to go. If he doesn't want to get engaged (if we did I would want to be engaged for at least a year or more), we can just end the relationship. I told him we could even end it now before I go back, but he doesn't seem to want to do that. What would be the point of being in a six month long distance relationship if he didn't seriously contemplate it? I said if he absolutely did not feel he wanted to be with me, to just tell me now so I could leave without dragging it out. He hasn't, but he has a week to think about it before I drive 9 hours to where I grew up. I love him and he says all the time he loves me, but he is always so indecisive. If he actually thought of proposing seriously during the 6 months we were apart, I would do the long distance thing with him. We were long distance for the first four months of the relationship in the beginning and it actually seemed better when we got together than when we were constantly together later. I want to be with him, but I also want him to figure out what he wants more. There would be really no point of me returning to my current state unless he wanted to be with me for the rest of his life, as I refuse to be his live-in girlfriend. Was the deadline wrong of me to do?
