Boyfriend always puts me on the bottom of the list. Can someone tell me if I'm wrong.

My boyfriend, said that he had a wedding rehersal to attend at 6:00pm and he said he didnt know how long that it will last, and dosent know if he will have time to come over and see me or not. It seems like he always puts me on the bottom of his list, and puts everything before he does me. Do you people think that I'm not being understanding, or that he just dosent want to see me. What should I do about this situation? Help please!
