Did he commit adultery?

My husband and I separated and during that time, we contemplated divorce, but agreed not to date anyone until and unless we were divorced. We recently decided to try healing our marriage and are back together. Since then, I found absolute proof that he dated DOZENS of women, joined adult websites, sexual-partner seeking websites, and spent tens of thousands of OUR dollars on them, all the while telling me we have no money and being very stingy with paying my bills, etc., which he agreed to take care of during our separation. I say he committed adultery, he says, "but I THOUGHT we were getting a divorce, so it was okay!" I'm hurt and disgusted. Am I wrong? Is he right?
