Is there cheating going on when your husband keeps receiving naked pictures of another woman?

A woman keeps sending my husband naked photos of herself. He says theres nothing going on but he won't tell me who she is. Even after he supposedly has told her to not send pictures I still see them on his phone. Not to mention all of the calls between the two of them. Is this cheating?
