Should partners always be invited to events? Or are there exceptions?

My boyfriend has been quite frustrated that he hasn't always been invited to my friends 21st parties. It began when we'd been going out for 3 months and continues today (8 months) I think it's hard for all hosts to add a "Plus 1" on because if everyone had partners, the size of their party would double. Thoughts?
