Is it alright for my husband to allot 400 a month for me and my son while he has 1600 to himself after bills

I am a stay at home mom and my husband thinks after every arguement we are getting a divorce. I am the one who does the finances he will change the passwords on the account so i cant maintain that. Recently he said that he would only allot my son and I 400 dollars a month while he has left to himself 1600 and thats what he was going to be giving us after the divorce. Am I crazy to be offended and mad?
