My roommate seems to work all the time,but never has the money to pay his share of the bills!

The roommate here works like all of the time but can never pay his share of the household bills,also he is a real slob around the house and never cleans up after himself.He spends alot of cash on smoke!Plus he has got ADD to boot!It's getting really nuts around here!Think I should kick this dude out of what?
