NEED HELP WITH 15 YEAR OLD GIRL'S MEASURMENTS

I'm a 15 year old girl, and I have a problem. When I measure my waist, it measures as 31 inches, but all my jeans are a size 27 inches. What is going on? By the way, I know that I am measuring the right way...so it's not a mistake with the measuring...
