Would you consider this living alone?

My grandmother lives in a apartment building with 2 other apartments in it. Her ex-daughter-in-law lives downstairs and then another lady next door. Someone takes her for breakfast and dinner total of 7 hours a day give or take. The family has different views on "she lives alone" or not.
