Does this mean "you can see the kids whenever" OR "Stay the hell away from my kids!" ?

A relative Said "As parents, we genuinely need to limit the children's exposure to things that are potentially harmful to them throughout their lives. This not only means things that can be physically harmful, but in this instance psychologically harmful. I can't have my kids exposed to the hatred that has developed inside both of you."
