Should I pretend I didn't see it?

I always hear weird noises outside my bedroom window. It sounds like a really small animal walking through a ground layered with packing peanuts. It turns out thats exactly what it is...I realized I could see through my neighbors fence and saw a couple small dogs and a chicken walking through a ground layered with packing peanuts...is this an environmental hazard? Should I call the police or maybe animal control? Or will I be considered nosy for looking through the fence? I'd like to just ignore this, but if something dangerous or inhumane is going on it would feel immoral to not do something...
