Is it desperate to b all ovr somebody that you know is shy, and you still persue them bcuz you know its easy?

i dated this guy like 10 years ago and now i want to giv him another chance, but he is still sooooo shy and im not sure if im scaring him off or just maybe actin desperate bcuz i blow up his phone and tease him and he only answers sometimes.
