Is it healthy to let babies cry when they're NOT hungry?

My friend has a 14 month old and NEVER lets her cry. If she starts, she either shoves a bottle into her mouth or picks her up. Isn't she just spoiling her child? I think it's healthy for babies to cry. I think they need to. Am I right?
