Age Difference in Teenage Relationships

I am just curious to know what you all think of an age difference in relationships when it is among teens. Let's say the girl is 17 and the boy is 19, do you see this as inappropriate? Do you think there should be an age limit or do you see it as more of a personal choice? When one of the partners is a minor, is it the parents decision?
