Is he really interested? What's the deal?

I recently reconnected with a friend who lives out of town. We've talked on the phone (good conversations) and seen each other a couple of times and sparks really fly. However, he hates talking on the phone alot. He only texts occasionally. He says he's busy with work or some other project and that is the reason we don't connect. We have great conversations, but I feel like I am the only one reaching out. I could really like this person, but it's getting old. Should I let it go, or keep reaching out?
