To stay or not to stay

My boyfriend of almost three years is very wishy washy. One minute he's all "I love you so much" and the next he's "I'm tired of you." When I asked him where he saw himself in ten years he didn't even mention marriage or anything. I think he has a fear of commitment. I'm growing tired of the "I love you" "I'm tired of you" phases. Should I stick it out?
