Does listening to the TV on low volumes mean that you have a hearing problem??

My Partner is constantly turning up the volume on the TV so loud that it's making my ears ring!! He says that I'm the one with the hearing problem because I don't have the volume turned up enough!! Call me stupid - but I think my Hubby's a few sandwiches short of a picnic & needs to have a hearing test - What do you think?? It seems trivial - however this is causing near riot's in our usually peaceful home....
