My child keeps throwing his food off his highchair at me..

My child is a 20 month old highly inquisitive independant little boy (loud too).. and he throws his food off the highchair and has always done it no matter what approach I take. I'm sure he does this to wind me up, it drives me nutts and i've been tested over and over.. I really don't know what to do.
