How can I get my daughter of 9 to pick up after herself? I have to scold her everyday!!!!

These are some of the challenges I have to deal with everyday: never removing her plate and utensils after eating meals 3 times a day; putting her clothes in the hamper after taking them off --they're left on the floor each night; never put back play items, drops her shoes and bookbag in the livingroom upon returning home from school each day... I have repeatedly yelled at her, taken away tv and pc time, allowance, etc... to no avail. I hate yelling everyday and it appears the situation is getting worse. I try not to spank her but I tired of having to walk around with things out of order in EVERY ROOM. What can I do?? Please HELP!!!
