Should I have my neighbor pay for medical bill?

My neighbors were visiting in my front yard with there dogs and the were leaving when everyone was telling the dogs good bye. The one dog was getting all the attention so I walked up to the other dog to pet him good bye. He seemed fine and was loving my pet on his head, then out of nowhere he went at me with his teeth showing and got my hand. The dog ended up biting through my finger. It swole up , and started bleeding. I went to a urgency care clinic because it had been 20 yrs since I had my last one. At that time the dr said it was already infected so he prescribed antiobiotics also. Should I ask the neighbors to pay me back for those expenses?
