What do you think about the Louisiana Justice of the Peace denying an interracial couple a marriage license?

Long story short - a black and white couple was attempting to be married and was denied a marriage license on the basis that the Justice of the Peace was looking out for the welfare of any future children they may have and the scrutiny they may face growing up. He believes he was treating them fairly and it was not a racist decision.

So the question is what are your thoughts on this and should he have any power denying people the right to marriage provided they are not breaking any laws?
